I doubt it's a speech recognition program, more likely just a system sound assigned to that event. It doesn't actually read the contents of the pop-up, does it?

I dont know. I went into the control panel and right clicked on the speech recognition icon but it doesn't give the delete option. I cant find it anywhere else.
