Lets get a look at the temps and voltages.
D/L and run Hardware Monitor do something intense like a virus scan or gaming for a bit, Alt+Tab back to HWM expand all the trees and use the Win7 snipping tool to grab a screen shot of the HWM window, post the screen shot using the paperclip button in the advanced message box(Go Advanced button).

What model HP is it.

Could also be too many startup programs and processes running. What is the load on the cpu and how much RAM is being used?

Its
HP Compaq 6000 Pro SFF PC
& I think its something that has to do with either of the 3:
- Network Adapter Wireless card (I show in the vid how DPC Latency Checker rises to the red when I Enable it) BUT the videos and Audios still stutter in the same way

- Audio - It gave me a hard time finding drivers 4 it. So I asked a tech. to reinstall XP and he "reformated" the computer. He's not around anymore :(

- Video drivers - Just a guess since its a video/audio lag

Oh & I have posted the pictures in previous post
