I have been trying to figure out what the best settings are for 3gp video files so I can watch them on my new cell phone (W580i).
I know the frame size is supposed to be 320x240. I just need to know what the best FPS and bitrates are supposed to be.
Should the FPS stay constant or should it change dependant on what I'm converting (Cartoon vs TV Show, quality of oringinal file)?
I converted some Aqua Teen Hunger Force (cartoon) episodes at 15 fps and at 12 fps with a bitrate of 104 on both and they both are fine for the most part except at some parts some pixals are messing up for a couple seconds. They get all blocky and turn a different color.
If anybody can help me with this I would much appreciate it.
