Final answere to this question! and My must give MS a little credit here.
The only way you could (and I repeat, You could) have gotten a free upgrade of Vista OS was if you had purchased a PC/laptop that was Vista compatable and purchased within a given time frame. If you had purchased your PC/laptop with this time frame and sent in all paper work prior to 5/30/2007 you would have gotten a free upgrade.

I did and I have the "Windows Vista" DVD's....
