In your display settings where you saw the numbers 1 and 2...
Using your VGA cable connected to your computer select identify and see what number you see in your TV. If you get the number 2 on your TV, in the display settings in your computer select the monitor with the number 2 and select the option to make that monitor your primary display. The reason you are just getting a wallpaper is because the computern is using your TV as a secondary monitor. Alternatively you can try moving your mouse past the outer edges of your computer screen until you see your mouse on the TV.
