Hi people, im new here. Sorry my bad english, i am from Brasil.

My problem is that when i try to turn off my computer the windows shuts down the screen gets black, but it stays power on with the lights and cooler still working. So i have to turn off by unplugin the pc cable or turning off the PSU directly on the PSU power switch. Then After it, it gets hard to turn the computer on, i got to keep plugin and unplugin the power cable so it power on only with green light, power on but does'nt start not even the Bios.

I wait something like one or two hours and than i try again and this time it turns on with green and red light, apears a screen that says Last known good configuration, but it's diferent from the regular black screen, because the color its diferent, its not black and the options are not all the same as it is on the regular black screen, i don't remember the option right now.

So i choose an option and does not work, than i have to plug off and wait something like more one hour and try again, and then work without apearing any abnormal screen.

Now the computer is working very well, but if i try to restart or power off it get's the same problem, i have to unplug the energy cable and waith two hours. But if i don't power off the computer, it keeps working very well for days.

The battery of the motherboard have one year of using and it's like already empty, because when i turn off and then on(when it works), so the date of the pc gets wrong.

I tested the computer without the GPU, only with the onboard and same problem, tested only with one memory and then only with the other, and got the same problem, without the HardDrive and same problem, without the sound card and same problem.

Obs: My PSU is the only components that gots no Brand, its a xingling PSU and its bivolt, it changes automatically the voltage when you plug it on the power.
My pc always had a problem when my house power went off, then wen the power comes back i always had to plug off the PSU, then turn off and on the PSU switch and then plug into the source for the PC to power on, but then when powered on it always worked without anoy other problems instead of it.

My Specs are:

Mobo: Gigabyte GA-G31M-ESC V1 (bought used)
Processor: Core 2 duo E8400
Memory: 2gb+1gb 667
Sound: Audigy se 24bits
Video: Geforce 550ti
PSU: Xing Ling bivolt, the aspect is not Xing Link it seems very solid, and the seller promissed me to be something like 400w real(i don't remember very well but it's not less than 350w) i remember that in the PSU it says more than what the seller promised at the time, so i belivied(i know i am dumb :(~ ).

Any Help that you can give me or any word that you can say will help me, even if you don't have the solution and want to say something i will be glad to hear.

Thanks to you all and sorry for wiriting this "book", but the problem is very complex and got to be very well explained.

Re: PC suts down bu wont power off, and then hardly power on and than get stuck

Don't worry about your English I understand.

First Your suspicion about your power supply is most likely correct. It is low quality and has the bare minimum power for running your graphics card since it is low quality it is very likely that it has sustained some damage when you had your power outage. If this had happened to me my first response would be to replace the power supply.

You could always test the power supply with a multimeter to see if it is working correctly. You should buy a quality power supply such as seasonic or xfx.

Secondly Did you know your system would work faster if your RAM was matched? You are running 3GB but you would actually be faster running 2GB in dual channel but that would have nothing to do with your problem.

Thank you for your help, and for your tips about the multimeter.
About the power watage, it was not a power watage that scrwed the PC, i told about what hapens allways when i have power watages to show that the PSU was problematic since the begining.

Well i will probably buy another power suply, my only fear is if it's the motherboard or the processor, but it would be really worst if it is the HD or the cabinet, because the mobo, processor and the PSU i would change anyway and if the problem is in the HD it will change my plans, but the worring about the mobo and processor its because i would try to sell them after i buy the new ones, and if its broken i cant sell it.

Here in Brazil worths alot selling these used things, since here its alot more expensive, and here we can sell used things for high prices, an old 21" tv here you can sell it by a 125dollars kkkkkkkkkk its the price. And selling separated is good because you can found someone that is in need of that exactly mobo or processor that it's not manufactured anymore kkkk.

About the memories i really didn't knew that, i thought that 3gb was runing in sly too. But thats a great advice from you.

I tested the HD with the HDDH program, it shows that the health of my HD is at 70%, is that bad?

Thanks a lot for your Help.

The power outage may have affected the low quality power supply and made it die this is very common with low quality brands. What is also quite common is that when a low quality supply dies it can damage other components such as the ram or motherboard.

70% healthy is ok but if it gets below 60% consider changing it and make sure you always backup your data.

Replacing that PSU with a good quality 500W minimum unit will be a win/win situation regardless.
