As said in the thread title, I have no idea how many watts I need to power my computer. I'm currently running on a 430W Thermaltake. I'm buying a new graphics card and I'm sure my old PSU isn't going to cut it.

My system specs are as follows:
Ram: 2GB
Hard drives: 1x 140GB 1x 200GB
MOBO: Intel D975XBX2 (Bad Axe 2)
Graphics Card: XFX 9800GT
CPU: Intel Dual Core 2.8GHz
Fans: 2x 120mm Thermaltake Turbo Fans
1x 230mm Thermaltake Side Fan
Others: 1x Floppy drive
1x Hauppage WinTV TV Card
1x DVD Burner/CD Burner and reader

How can I test for how much wattage I'll need? And what kind of power supply do I need to look at getting? Also, I've heard somewhere that there's something about "rails" in a PSU. What are these and are they important?
