Yes, first make sure all the data you want off of the partition is backed up or you don't care if you loose it.
You are posting in the XP Forum but your profile says Vista. These are instructions for XP only slightly different in Vista.
Go to Start/Run and type diskmgmt.msc and press enter. In Disk Management window highlight the partition you want to delete (make sure it is the right one) and Right click it and choose Delete Volume. This will loose all data on that partition. The space will turn into Unallocated Space. You can create a new partition by right clicking and choosing Create a New Simple Volume. If the Unallocated Space is directly to the Right of the other partition, and you want to expand the partition on the left into the Unallocated Space to make one large partition, you will need a 3rd party software. However, if you have Vista, 7 or 8 your can right click the partition in Disk Managrement and choose Expand Volume. The Unallocated Space must be directly to the right of the partition you want to expand.
