New build with i5-760 and the CPU fan runs 100% even at low CPU temps. I loaded Easy Tune and reset the curve and it works correctly, like 20% to 100% RPM ramping up over the temp rangs 30 to 65 degrees C. But this is not retained after restart. I have to start EasyTune to recover the settings and quiet down the fan. My last build with this mobo didn't do this. Is there a way to lock in the fan curve in BIOS?

Right above the Smart Fan Mode settings , should be the Smart Fan Control setting make sure it's set to enabled.
If the fan is still running at 100% I would set the mode to voltage, and the control to auto.
You may want to swap on the stock intel fan just make sure the Zalman PWM fan isn't causing the problem.
