[SOLVED] Desktop Image Not Working Correctly

Be advised I have just been cleared from the Virus/Spyware section.

I have attached an image of the problem becuase it is kind of hard to explain. But that is what happens when i set my desktop to any image or color. Most of the screen is still white. Only when I shutdown windows and first log in to my account will the background be shown completely. Other than that,this is what happens.
