I am the admin on this PC and I get this message...

when trying to edit the taskbar properties, or change the Time
( i need to change the time for daylight savings... )

Start>control panel>users> click administrator then properties> click the group membership tab and select the permissions you require.

What security packages are you using . . some restrict the ability to make certain changes in the sysem

click the user 'administrator'? that would be me? then properties? not sure theres properties on that page

Try uninstalling NOD to see if anything changes. No other "security" programs??
