small business server 2003 R2 vs Server 2003

Hi everyone... We currently run off of a Virtual Server 2003 and all of our users connect to the server via RDP and run their programs such as Office, Outlook and ACT on the server ... this way we don't have to install the program on the individual workstations.

We are now going to move off the Virtual Server and set up our own server locally ... I have suppliers recommending SBS 2003 R2 and others recommending Windows Server 2003.

I understand that I can't run Terminal Services off of a SBS 2003 R2 but is there a way to use SBS 2003 R2 where all users have their own desktop and run programs like Office and Act right from the server without having to have each program on the workstation ... ie VPN?
