Slow Upload my Laptop, others OK

Here is my issue:
No matter the network I connect to; Wireless or Direct LAN Connect I never reach upload speeds greater than 780Kbps (usually between 690 and 780).

For example; on my home network, a Linksys/Cisco E3000 (Cox Arkansas, Preferred with 15Mbps download (18 with PowerBoost) and 2Mbps upload) I consistently download 15 to 30 Mbps download but never over .78Mbps upload.

For measurement I have used speakeasy.net, speedtest.net, dslreports.com and others. All vary of course but upload is never greater than .78Mbs. I just connected to Cox's own speed test and it registered 30.31Mbps download and 0.70Mbps upload. I also brought home another work laptop with a similar software load and got 30.46 Mbps download and 4.84Mbps upload. In this same environment my wife's Gateway Laptop, my iPad and Android Smartphone all register about 1/2 the download speed as upload (Gateway 18Mbps Down and 9.5Mbps Up). I have to say that this issue started when I recently moved to NWA from northern California, coincidence I would hope, but suspicious.

I get the same results when I have no firewall or virus protection enabled.

I have eliminated my home router as the issue because of the above other devices running OK; additionally I have direct connected my laptop directly to the Cable Modem with the same upload result. I have also direct connected to the router with the same upload results. The Cox cable tech brought his laptop to the party and also ran speeds comparable to the other devices on the network. He performed all his tests on the cable network and found no issues.

When I connect to other networks (direct and wireless) at work I never get over .78Mbps upload speed, same at Starbucks.

I have a Dell Latitude E5410, Intel i5 Core Processor 2.67GHz Processor with 4GB Memory running Windows 7 Enterprise 64-bit Operating System. It has a DW1510 Wireless-N WLAN Half-Mini Card and Broadcom NetXtreme 57xx Gigabit Controller. I have checked and verified that I have all updated drivers. All patches are up to date.

I am thinking that there is some setting within my laptop, hardware or software that is limiting my upload but for the life of me I cannot see what it might be. I have searched the internet and tried all the registry fixes; i.e. TcpWindowSize, DefaultSendWindow, etc.. I have run PC Fix software and WinTuning software to no avail.

Any help would be appreciated and if you need me to pull some settings please let me know what you need.

Have you given TCP Optimizer a test?

If you are going to use it, you have to run it as administrator and do a backup under File.
Yes, I did try TCP Optimizer acccepting all the recommendations. It did not resolve the problem.
I am wondering if maybe this might be a reporting problem from the test sites. Does anyone know how sites like speakeasy.net perform the upload test? Does it create packets of information on the fly to send and measure or is there a standard process? Could there be a problem in the file creation process that is affecting the outcome? The reason I ask is it seems that on all sites I use to test, after the download completes and report it takes several seconds "Preparing the Upload" before the test starts. Is there a site that uses a different method or measures an actual upload that I can specify? The reason I ask is that my perception is that uploads are not as slow as reported. I may try to do some sample testing later today.
