When I shutdown it takes a very long time for my pc to start back up again. I am running win 98,450mhz, 256ram. Tried everthing I can think of with no results.

Is this only on a restart or every time? Also I've notices that a lot of antivirus programs will scan files on start, slowing down the booting of the computer greatly. Another thing you can do is run msconfig and take out some of the startup items from the startup tab that you don't need starting up. This helps if you have heavy resource hog programs starting up or a lot of programs.

Ok lets try this click start > run > (type) sysedit (click ok)

In the autoexec.bat see if there says something about mcafee and error level 1 if so type REM in the begining of those two lines. That will stop mcafee from scanning on startup which will speed things up. If it is nortons, hopefully someone here will remember what their autoexec.bat commands are, or if you can tell by looking at them, go ahead and REM them too.

Also try unplugging the USB drive completely. Did you notice the slow down problem accuring around the time you added the drive?

I tried the sysedit and mcafee ( which is what I have )was not there. I also unplugged the usb drive, Still very slow. Anymore suggestions would be greatly appreciated.

Try using sysedit to look at the autoexec.bat and config.sys files to see if any other anti-virus programs are loading.

Also you can try running msconfig and taking out all of the startup programs.
