Im buying a Intel i7 4790K to go with my GTX 980 as it is being bottle necked HUGELY right now, With my setup right now my fans run sooo hard on my 980 and usually get super hot unless i keep this desk fan on it. Is that because of the bottleneck that it has to basically be the whole computer? or is it because the case doesnt have very much cooling? Im also buying a new case and 3 fans to add on. Thanks!

More likely your issue has to do with insufficient case cooling. The GTX980 tends to run hot and needs a good volume of cool air directed at it.

Are you certain it is being bottlenecked by the CPU? or is the 980 reaching its throttle temperature (80C?).
