looking for a solution for a customer who don't use internet, and needs to send a call from the computer to clients. meaning that the computer should send a command to the phone to start a call from the physical phone.
Not using the PC for call mic & audio. using the PC only to send phone call to the physical phone, and then continue speaking over the phone.
Anyone knows to recommend which hardware is needed for that?

You are posting in the Windows 7 forum. Is this the OS your customer is using?
The phone must be connected to WiFi internet.
If the customer has Windows 10, there is an App that comes with 10 called Phone Link

If you are not going to be connected to the Internet, you will need a modem to dial a phone call from a PC. A basic 56k fax modem can be had for less than $50.
