The instructions that makinu1der2 provided is pretty good. I recommend booting the computer into safe mode and scanning your computer with a good program called "Malwarebytes". I've also had good luck with another program called "HitmanPRO". You can download this program, install it on your computer, and give it a try too.

To boot into Safe Mode, simply keep tapping the F8 key on your keyboard immediately when you turn on your computer. Once the Safe Mode Menu comes up, choose "Safe Mode w/ Networking". Assuming you get rid of the virus afterwards and your computer still is acting funny, I recommend performing a Windows Repair. Hope everything works out for you.
