Satellite latency kills data transfers regardless of link speeds.
Are you really only downloading 7 kbps or it is 7 KB. 7 KB is 8 times more than 7 kbps as it is in kiloBytes. 7 kiloBytes per second would be equal to 56 kbps, which might be expected for your satellite link speed?
Sometimes tweaking TCP window sizes can help, also TCP accelerators are useful, but sometimes costly if done in hardware. You might be able to find some soft TCP accelerators via a web search, but these may not plug into your network architecture easily.
