OS: Win XP Pro SP3
PSU: Chieftec 750W
VGA: Sapphire Radeon 4870 1GB
Monitor: Viewsonic VG2021m (integrated speakers)
Sound Card: on board
MB: Asus P5B, 4GB RAM

Screen sometimes (mostly while playing 3d games) starts wavering, seems to me like synchronization is lost. I never had this problem with previous VGA card (Asus 7950).

The problem persists with v-sync off. The screeenshots store a clear image, so they can't help. One more thing, when i have this problem and exit game, it remains. I have a suspision it has to do with audio and my speakers which are on the monitor, not sure though.

Do you still get this problem when the volume is muted?

Built-in monitor speakers are magnetically shielded to prevent this wavering effect. I've seen it happen when unshielded hi-fi speakers are placed too close to the monitor and the volume is turned up high. After a while, it can also cause the corners of the screen to change colour, usually a purple or green tint.

Instead of muting sound, i unplugged the speaker cable (reminding that my sound card is on board and my speakers are integrated on my monitor). The problem disappeared completely.

It sounds like there's a problem with the built-in speakers. If you have any other speakers, use them for now and get the monitor tested.
