I Googled your error and found that it is related to the ATI Catalyst control center which is for your graphics card (the links I am providing you are current to April 2022 so this is a known issue for Win10)



See if either of those help, if not then do a Google search and set the search date to be this past year by clicking on the Tools option underneath the search box. Use the search terms of runtime windows 10 error atibtmon

If it's a laptop, change your battery setting to Maximum Performance. This would correct what is a GUI related problem.
