Hi -

Upon ipconfig /release or renew it says "rpc server unavailable".

Ive looked at services and and Remote Procedure Call and Endpoint Mapper are started. DHCP says it's "starting". System restore didn't work; resetting IP and winsock didn't work. DCom says its working.

Any ideas?

Just a guess, but try to stop DHCP and then restart it.
Scan for viruses also - just in case.

A stop and start of DHCP gives 'error 1067: the process terminated unexpectedly' in safe mode. In normal mode it says could not start but did not return an error.

The only other error I've been able to get is when I do 'netsh rpc reset' I get 'system cannot find file specified.'

Microsoft Security Essentials found nothing; it's the only antivirus program on the computer.

I'd get a trace with Process Monitor (free here: Process Monitor )

Trace the Safe Mode error
Trace the normal mode error
Trace the netsh rpc reset error

Compare those three traces and there should be a common denominator (probably a missing file or a permissions issue).

Be careful, the Process Monitor logs are huge! You can use filters to screen out some of the stuff - but I've never used them myself.
