If you're accessing from outside your network, you need to port forward port 3389. If you cruise to www.portforward.com, they will walk you through forwarding the port on your router.
BY configuring my router to allow me to remotely access my pc outside my network, will this also allow me to access another home network from my network?
You have to configure the router on the other home network to use RDT there. If you're only doing outgoing connections, you don't need to port forward anything on your end.
