Right Mouse click problem on Desktop

I am having a problem when I right click the mouse on the desktop the entire screen goes blank for a few seconds and then the icons come back but the wallpaper doesn't. I also have a problem when I am in my computer the right click will not let me create a new folder. I am running Windows 2000 Pro w/sp4 and the latest updates. The processor is an Intel p4 1.4ghz and 640mb ram. The graphics card is a Nvidia Riva TNT2 Model 64. I have tried a number of different setting changes but have had no success. Any suggestions would be appreciated.

Have you tried using another mouse or same mouse on different system? Just give a try to find out if the right button is faulty.
Switch Mouse to check right button

I took your suggestion and replaced the mouse with one that works fine on another PC. However, I encountered the same problem. I have checked the security policies, and other options but it will not allow the ability to select properties on by clicking on the desktop, or when accessing the folder mycomputer and trying to create a new folder I get the black screen momentarily and then the desktop will appear with the icons but no wallpaper.
