I am trying to figure out how to transfer the data off the hard drive of a PC that has competely crashed before I reinstall windows 2000. I know there is a way to hook another computer to the one that is dead and retrieve the data but im not sure how.

Hooking up the drive to another system is the easy part! There are a lot of companies that make lots of money doing this. It really depends on what kind of crash, you can recover from all to none of the data. One piece of advice I can give you, don't attempt to write ANYTHING to the drive at this point, you can only do more damage!
