Restoring media licenses

I get my music via Charter Music. Now due to some difficulties, I lost all my licenses. Normally it's an easy process to clear the DRM empty the recycle bin and go to Microsoft's security component upgrade. I then go back to Charter Music, select tools and opt to restore my licenses. But today I am getting an error message telling me that I have exceeded the number of restorations for today. Not sure why it's telling me that since I haven't restored licenses as of yet, but in any case I'm told there is a place on MS that allows one to reset the licensing privileges. Any idea where to find that?
