Try twice more and you should get the options to resolve the issue on screen. First choice is to let the Startup Repair fix things. This can take quite a bit of time.

If you face the problem in restarting the window you can try these because my laptop has also issue like these
then I search from google and resolve my issue with do that.
Enter Safe Mode with Networking.
Disable auto-restart.
Update your device drivers.
Change the power option.
Check for hardware issues.

As Corday said. When you see the Restarting window for more then 5 minutes. Hold down the power button until it turns off. Then hold down the Shift key and turn the computer on, if Windows starts to loads, shut it down again. Do this 3 times in a row and the Troubleshooting menu will come up. Click Advanced. The first option is Startup Repair. You also have Selective Startup where you can choose to boot into Safe Mode to diagnose further.
