P5AD2-E Reboots loading Windows

I have a P5AD2-E that reboots directly before going to the Windows load screen each time. It also says CPU Fan Error when I turn it on, though I have replaced the HS/Fan, and it will run for days without overheating. I am very confused.

Will the system boot in safe mode?

For the fan problem, do you have your CPU fan connected to CPU_FAN1 on the mainboard or is it connected off the power supply?

If it's connected to CPU_FAN1 does it have 3 wires? Like a red, black and yellow?

I believe in order for the BIOS to read the fan as active and working that it has to be connected to CPU_FAN1 on the mainboard and have the 3rd wire which reads the fan RPM's. If it's not connected in that way then you need to disable the fan detection in the BIOS. Or at least have that 3rd wire by itself that connects to CPU_FAN1 on the mainboard (it could be a blue wire also).
