Replace Missing Task Scheduler Folder

Every time I turn my PC on, I get the pop up message: "Some tasks did not execute ... because the task scheduler service was not running." I called Dell support and the computer would not even go back to a prior System Restore Point, the last available Restore Point being June 22 or 25, 2010.

Dell Support told me they would have to charge me their $89 fee to fix this problem.

Can you provide me with a step-by-step solution to get the Scheduled Task Folder back onto my system? The computer is running perfectly but I don't know how crucial it is for the PC to have the task scheduler service running.
