can you remove programs like windows... on one administrator but not from the computer so it doesn't remove programs from an other administrator on the same computer?

I have no idea what you are asking? Why would you want to remove Windows?

are you saying that you have 2 administrators on the same pc , and you want to remove windows so the other administrator cant access them but the other administrator can ? if you are saying that , its impossible .

There are some programs that will ask you, when you install them, if you want to install for everyone or just this user, but they are rare.

You can remove the shortcuts that appear in the start menu but there is nothing to prevent users from recreating them. I would rather not describe how to do this as you can cause serious problems if you get it wrong. In any event it is best to allow admin users to manage this themselves.

It would help if you could more fully describe what you are trying to do.
