I was just wondering how to remove my procesor with damging it....is there any tool to use.....or what?

ok i figured out how to remove it.......now i need to know how to find out what the max processor speed would be.....(i have a Dell dimension 4400 series w/ 1600mhz and XP

Also...is really necasary to put a new thermal pad or paste every time i remove my heatsink....i read this at the AMD website

What makes you think you need a faster processor? For almost any use, I'd think 1600 would be sufficient, and if you're looking at game performance, you might want to consider a graphic card upgrade.

Yes, you should make sure the thermal bond is good between the processor and heatsink, the power dissipation of modern processors demands good heat transfer.
