I don't see how you can fix it remotely, if it will not go online. How are you able to connect to it?

Perhaps a bit more detail..?
Ried,

It can go online but it struggles because of whatever virus has infected it. I'm not sure I can download the things that are recommended for de-bugging because of this. I was attempting to do the downloads on my mac and then transfer them via thumb drive but there was the issue of crossing over. Any thoughts?

Thanks a million
Thanks. :)

Boot your parents machine into Safe Mode with Networking to download the tools. They are both small downloads and should be quick for you.

1) Restart the computer
2) After hearing the computer beep once during startup, but before the Windows icon appears, press F8.
3) Instead of Windows loading as normal, a menu should appear
4) Use the up arrow key to highlight Safe Mode with Networking and press Enter.

Download dds.scr and gmer. You can stay in Safe Mode and run those tools. Post the reports in your next reply.
