I am trying for two months now to use Regsvr32 to register these files

APPWIZ.ocx
PDADDIN.dll
resedit.dll
tempmgr.dll

(they are used in a add-in for VB6)

Where in the registry would they be?
How can I unreg those then attempt to re-reg those files?
And those files need to be in what Directory for regsvr32 to work?

If a Registry Search doesn't find them, you don't have them.

As has been reported, first start the Registry Editor by going to Start/Search and type Regedit and press enter. Go to the toolbar at the top and click Edit/Find and type in the registry key or .dll you are looking for then click Find Next. It will search and stop on a key. Be sure to backup the key you want to edit before deleting it or editing it. If you see the message Finished Searching the Registry then that key doesn't exist.

is there a utility that I can use to compare/inspect registry backups? I tried notepad and winword with no luck

A long time ago I used RegShot. Not an endorsement.
