Does anyone know of a way in which I can reboot Windows XP, and after it finishes loading, automatically load all IE browser windows that were previously open back to the correct webpages?

Not sure about the same state as on shutdown, but you can open specific webpages on starting up. Simply make a shortcut to the webpage (make sure it works by double clicking on it and check to see if the right page opens) then move this shortcut into your Startup folder on the start menu. The startup folder should be stored in C:\Documents and Settings\your username here\Start Menu\Programs\Startup
