Been trying to re-install and system as been hanging at the below for a while,
is this norrmal??

Is the 'old' system still functioning?

No, it's start to load up (XP Screen, Blue Lines, etc etc). Then before it loads to Windows, it loops and re-starts the PC???

So pretty stuck at the minute!

When given the options, ie -

To setup Windows XP now, press ENTER, or

To repair a Windows XP installation using the Recovery Console, press R",

press Enter.

What happened that made you have to reinstall xp windows?
You may have to use a harddrive utility before reinstalling windows xp
