Re-installation issue

My cousin's laptop was infected with a serious virus it was removed but continued to 'play up'. It stopped booting a few days ago so I have decided to re-install the OS but I have tried multiple times and I can get to the 'setup is starting' screen then nothing. It just continues to load, I've left it for a while, up to 2 hours but still no change. Help, please.

I would run diagnostics on the hard drive by downloading the diagnostic tool for the hard drive brand and making a bootable disc.

Did your laptop come with CD's? One of those would be a system recovery disk. Attempt to use that disk first. It sounds like the disk is hanging - can you verify that the computer can find the hard drive?
I've not got the disc that came with the laptop. I have gone into setup and set the cd drive to boot first and I have tried to boot from the hard drive but the only options are start windows normally and launch startup repair, neither of which work.
I've just tried the 'repair your computer' option. Same result as the 'install' option. Just hangs, blue background and the mouse arrow.
I've ran the hard drive diagnostic but it did not finish. Like the installation, it just froze. Anything else I could try? Or would a new hard drive be a better solution?
If the diagnostic did not complete, that drive is a candidate for the trash can
