Question about Athlon X2 64 4000+ (CPU-Z info included)

Hello folks. I need to ask a question about my computer...
I have a HP Pavilion desktop with AMD Athlon 64 X2 4000+, EVGA 8800GS Superclocked, 2GB Ram (2 sticks of 1GB), and an unknown motherboard. Recently, I used CPU-Z to check my CPU got this result:

I heard that core clock for 4000+ was over 2000 MHz... but cpu-z says that its just over 1000MHz.
Has HP intentionally underclocked the CPU, or is it just an error?

The CPU slows down when it's not in use to save power. When in use, it should clock at 2400MHz. Leave CPU-z on and open a program. Watch the speed fluctuate.
Well, I just tried the most demanding task I can think of for my computer: Crysis. Unfortunately, the CPU-Z maintained 1004.4 MHz for the core clock... Help?

UPDATE: Oh, I just realized that my power options were on to power saver. I changed it to Recommended Settings the clock automatically rose to 2109 MHz... I'm glad that I figured this issue out, but what happened to those 300 Mhz?
