PXE is a network boot option that should be last on the bios boot order list if the PC gets to that then their is a hard drive issue.
Do you have a copy of windows or any other bootable CD/DVD?
See if it will boot from the CD/DVD.
Check the cables on the hard drive, Data cable on both ends.
If you enter the Bios does it report all the drives you have installed?
And lastly if this is a branded system what brand and model, or if a custom build brands and models of the MB, CPU, PSU, video card, hard drives?
