PSU not powering up

Okay, so I was playing Metro 2033 and suddenly my computer shut down, I immediately thought it was a power cut so I checked the lights and what not. The power is on, however my computer still does not turn on.

I have tested my PSU and when I press the power button, the only thing that happens is the PSU fan jutters once (like the second hand on a watch) and then makes a very short high pitch noise similar to turning a TV off. This is a relatively new PSU (7 months old) and have had no problems with it in the past.

The model of the PSU is: Win Power 750W PSU

Any help would be appreciated.

Win power is a very cheaply made low quality PSU, so that might be an issue. Please list your other specs including the video card.
I have just tryed my old powersupply which I replaced due to low power output and and starts up.

This has led me to believe it's my Win Power PSU which has died out.

Which brand of PSU do you recommend purchasing? I have a very low budget.

My Specs are:

3.0Ghz Pentium D Processor
4GB DDR2 RAM
500GB SATAII HDD
816mb nVidia GTX 260 Graphics Card
unfortunately when it comes to power supplies you get what you pay for and unfortuantely if you buy a cheap and crap make of power supply you will get problems.

Winpower are crap

I have a GTX 260 and is very good card it requires 500w minimum then you need to add on all your other components I run a seasonic m12 700w if you cant affor one of those I would suggest a corsair 750TX
Consider yourself lucky you lost only the power supply. Other components are often also damaged when a low Q psu fails. You need to be here or better.

Even at USD 90.00 it is probably the least expensive component in your box.

Yes a big danger, you need to be at minimum 650w for the amount of power that card consumes

And underpowered card will cause that power supply to fail in no time
More importantly, you may well cause permanent damage to your graphics card or other components, whether or not the psu fails.
Okay, I'm going to leave my PC until I get a 650W - 700W PSU. I bet it was this heat that made it fail to begin with. Nevermind
That is a great buy that my team mate gcavan linked you to. Don't buy junk, purchase something like he linked you to and it is at a sale price right now.
I'm in the Uk, US purchases come with taxes when shipped here. I'll have to find the equivelant in the UK.
Yep. That VAT (17%?) of yours is real killer. Here in nova scotia we get hit with an extra 13% on every purchase - after shipping is calculated Expect to pay around BP 85.00 for the UK version of the 650TX.

Cheapest I found is £79. I'll wait a while and see if it goes down or maybe get a cheaper price from wholesale.

Is OCZ ModXTreme a good brand, slightly cheaper, but good specs.

Also, what does the efficiency mean, such as 80 Plus?
80 plus means the psu can handle the max wattage 80% of the time. No psu can do it 100% of the time

PSUs dont last forever and two years is about average however OCz extremes are a good brand but corsair and seasonic are better and some of their units claim 85/90% efficiency. I always choose seasonic.

Almost all the Corsair and Seasonic power supplies have a three year warranty and the newer Seasonic and Corsairs are offering a five year warranty in the US. IMHO, not worth the saved cash to purchase an OCZ, they simply are not the high quality of the other units we have talked about.
