I have a chinese operating system. Ｉ changed my system language to english because it's easier for me to read english. When I rebooted, the programs are not able to read files that are in folders with chinese names. They turn the chinese characters into question marks. I changed the language back to chinese, but the question marks are still there. Uninstalling and reinstalling the programs doesn't help. Renaming the folders help for some, but not for desktop because the system just creates a new desktop folder. (Desktop in chinese) Is there any way to fix this?

Nevermind, I figured it out. When I changed it to English, the computer changed the "Language for non-Unicode programs" to English. When I changed it back to Chinese, the computer for some reason did not change the "Language for non-Unicode programs" back to Chinese. Thanks for taking the time to try to help me. I appreciate it.
