First I'd like to greet everyone as this is my first post.
After days of experimenting i gave up to find a fix myself.
So to the problem: After formatting my PC for the first time since i have it(3-4years), i was greeted with (severe) performance issues for the first time.
Let it be Witcher 3, Dark Souls 3, NBA 2k16, Call of Duty BO III.
My FPS were somewhere between 10-15.
I figured out pretty fast that my PC didnt use all of the 8 cores.
Activating all of them via msconfig just temporarily fixed my performance issues.
Everytime i turn off/restart my PC, it seems like it goes back to using only 2 again, meaning i need to open up msconfig, activate all 8 cores (even though its set to using 8 already) and restart my pc again. This fixes the problem, but just temporarily as I said.
My 2nd problem just happened right now. While playing 2K, my FPS dropped from 60 to some unplayable amount (probably 10-15 again). I came to the conclusion real quick that it seems like my PC randomly stops using all cores and switches to 2.

If there are any threads about that problem already, I excuse myself for opening up another one, as I couldnt find one.
Also, as english isn't my native tongue, you will most probably find some grammatical issues.
As of last my Specs :
OS : Windows 8.1
RAM : 8GB
VC : GeForce GTX 660 (1.5GB)
Processor : i7 4770
