Today I did a routine format of my PC and did not change any hardware and used the same Windows I have used before on earlier formats on the same rig but now I've come across a problem I've never had before.
When I adjust my windows resolution or run any app using a different resolution than my monitor's max/optimal (1920 x 1080) resolution it scales down my visible screen size and does not stretch to a full screen and leaves me with black borders it used so always just stretch my screen to full without borders in previous formats.
I know I should select "Use NVIDIA scaling with fixed aspect-ratio" in the "Change flat panel scaling"-menu in my NVIDIA Control Panel but that menu is simply not there, here's a pic (http://i56.tinypic.com/2cgk56x.jpg) of my control panel with the latest driver (266.58), it's basically the same thing for any previous versions I tried so far and that's quite a few.

This is the relevant system setup I have:
- Card name: NVIDIA GeForce GTX 260
- Operating System: Windows 7 Ultimate 32-bit (6.1, Build 7600)
- Monitor Model: BenQ E2200HD (22" WS)
- Motherboard: ASUS P5KPL

So far I have:
- Formated again after said format
- Updated windows fully
- Updated my chipset drivers to the latest version
- Tried several NVIDIA drivers
- Tried both 32 and 64-bit versions of my windows
I may have forgotten some misc things as I've been struggling with this for several hours.

Nothing I've done far has solved my problem and I'm out of ideas so I've signed up to this forum as a friend of mine recommended it to me to post this issue, can anyone help me with this?

I have downloaded my monitor driver from the official site and tried with every version of it but the problem still remains that lower res wont stretch to fullscreen like I want them to do and have done in the past even with Generic PnP monitor install. But the problem is most likely something in that area, I can select other resolutions but they are only in 16 and 8 bit and tend to blur so they are definitely not fully supported yet, I can make custom resolutions lower than 1920x1080 that stretch to fullscreen but they also tend to blur slightly. It's most certainly a software problem but I can't really figure out what it is.
