Problems with new hard drive

I just installed a new Seagate hard drive after the old one died. My first problem is that everytime I turn on the computer this message comes up:

The following configuration options were automatically detected:
Disk 120 GB Model of hard drive
CD ROM Compaq DVD ROM GDR8160B
CD ROM LITE ON LTR-24102B

I then hit F1 to Save Changes which reboots the computer. Sometimes I have to restart twice before my desktop appears and I can use my pc normally.

I also have these issues:

1. When scrolling online, the pages scroll wave like when I move up or down. It is very choppy and very annoying.

2. My Dvd Rom and CDRW can play discs but my CDRW drive can't record anything.

Anyhelp with these problems would be greatly appreciated. Thanks in advance.

First lets reset you CMOS. Open up your case and look for the battery on your motherboard. Take it out for a good 15-20 mins then put it back on and boot your computer. When prompted save the settings and go in to your BIOS (usually you need to tap on delete key or f2 for dell ) and make sure bios recognizes everything. And boot up normally then reboot and please post back with the remaining problems.
