Problems updating graphics card from Integrated to Independent (CCC not supported)

"The catalyst control center is not supported by the driver version of your enabled graphics adapter."

I'm trying to update from my integrated Nvidia GeForce 8200 to a SAPPHIRE 100253HDMI Radeon HD 4650. I put the card in, did the install, and got the above error. I got the latest driver and the error persisted. I went to my device manager and apparently windows stopped the Radeon 4650 display adapter because it had 'problems'. Long story short, I think my computer is still using the GeForce 8200.

Misc. Note: You know that dangling thing that you usually plug your monitor into? Well it didn't really reach anywhere, and my monitor can't plug directly into the card so I left it plugged into where it was and removed said "dangling thing that you plug your monitor into". Don't know if this is the reason of if its a driver issue.

Do you have a lot of trouble with Dangley things?( Sorry, I just had to ask).
I am trying ( trying being the operative word) to make out what you going on about.
If you replace your onboard video with a graphics card then you have to connect the monitor connector to the new card. Some motherboards require the onboard video disabled and the new graphics card enabled in the Bios. Then you might have to tell the comp what driver to use.
