Start with the basics. Remove everything but the video board and keyboard, and get it to recognize the BIOS. Make sure the BIOS parameters are setup correctly.
Next, attach the floppy drive only and see if you can get that working.
Finally, attach only the hard disk and see if you can get the BIOS to recognize it.
