Have you tried installing XP SP2? Also, ensure your San Andreas is fully patched up-to-date.
Problem with installing GTA San Andreas
I have a DVD copy of GTA SA. It works at other PC'S. After language selection, I immediately get the following error:
Error Code: -5003 : 0x5

Go to the properties of this folder c:\program files\common files
and uncheck read only and hidden
