Problem Playing Discs

I am not able to play or rip cds or dvds at full speed. When I am playing or ripping a cd or dvd the computer moves a tad bit slower than normal, sounds play slower and the mouse cursor's motion is not as fluid as it usually is. The dvds or cds that are being played sound like a scratched cd although the discs are new. When I try to play discs outside of windows in dell media direct I don't have this problem. I reinstalled windows twice and the problem occurred each time.
