Hello , ive got the same problem. i have a ECS 945GCT-M3 (3.0A) mobo P4 SL8HX 2.8 775 chip and 667 ram i got everything together 2day tested it and nothing happend apart from the cpu fan coming on . it also wouldnt turn off unless i held the button 4 bout 10secs. its onboard graphics but no display. i have no idea what to do. ive had exactly the same problem a year ago and it was the chip but it was on a completely different setup , i know the PSU is fine as its out of a working comp. the ram is brand new but chip and board are 2nd hand, but with guarantee.

If you don't hear any beeps when you turn it on then it could be either a motherboard or PSU issue. Best way is to test out a different but high quality power supply.
