You can turn on an ATX power supply by connecting the green wire to ground (any black wire). A bent paper clip will do the job. Make sure you get the right wires! Some of the outputs on the supply may have a minimum current requirement for the voltage to be in range so some of the voltages may be off somewhat unless you connect a large enough load.
