I don't believe that there is.
The keyboard drivers aren't loaded until after the BIOS is booted, so the computer has no way to decode input from the keyboard.
Besides that, the keyboard needs power, which is supplied by the PC, and to turn on the power from the keyboard, you would need to get power to it by turning on the PC.
