Every once in a while when i go to power down, log off my user name, or restart my computer...nothing happens. Its starting to annoy me and im thinking of reformatting. Any information would be helpful, thanks

Welcome to the forums!

Make sure all programs are closed before you log off or shutdown. Also, maybe a program running in the system tray is the cause. Close odd programs in the system tray 1 at a time and see if that works.
